Chris Bouquet is an experienced businessman and government contracts lawyer. After college, he spent 11 years as a businessman, first serving as Assistant to the President of a company in Salem, Virginia and later as a Project Manager and Director of Government Operations for a government contractor in McLean, Virginia. While serving as a government contractor, he attended night school and received MBA and JD degrees. After law school, he served for nearly 14 years as a government contracts lawyer in McKenna Long & Aldridge's (MLA’s) Washington, DC office and as a pro bono lawyer for the Washington Legal Clinic for the Homeless. In 2008, he opened his own law practice in Alexandria, Virginia, so that he could be closer to home, church and community and offer existing and new clients more cost effective access to his expertise. Throughout Mr. Bouquet’s career, he has been devoted to understanding his clients’ needs and providing leadership to develop and implement effective strategies to meet these needs.
In the practice of government contracts law, Mr. Bouquet has counseled businesses in numerous industries on how to effectively comply with a wide array of government contracts laws and regulations. For example, he has extensive experience working with the Federal Acquisition Regulation (FAR) provisions and contract clauses concerning:
- pricing of proposals
- cost accounting and disclosure
- intellectual property rights
- terminations
- submission of representations and certifications in connection with proposals
- “flow down” of FAR clauses to subcontracts
- streamlined acquisitions of commercial items
- domestic content of supplies
- contract funding
- small business contracting programs.
In addition, Mr. Bouquet has:
- drafted over $50 million in contract claims against various government agencies
- drafted pleadings and briefs and taken and defended depositions in support of the litigation of government contract cases
- litigated bid protests at the Government Accountability Office
- conducted fact-finding and prepared case assessments and presentations in support of numerous internal investigations for companies concerned about possible violations of the Truth in Negotiations and civil False Claims Acts
- helped new and long-time government contractors with development, implementation and oversight of comprehensive government contracts compliance programs.
Mr. Bouquet is also co-author or author of published articles on compliance program regulations, civil False Claims Act damages, opportunities for high technology partnerships with the federal government, outsourcing of federal jobs to the private sector and bio-defense contracting.
